How do you solve a problem like the Pope?

With about 300 Catholic students in Germany now alleging abuse by members of the Catholic Church, the Pope has come under fire for not explicitly addressing th problems shaking the Church in his own homeland.  What’s the possible consequence here?  Do the rules of institutional responnsibility apply to ecclesiastic crises?
