Death by health care

Jake has previously written about policy prioritization, an issue that is now rearing its ugly head in the health care debate.  Earl Pomeroy (D-ND) is complaining that the health care debate is dragging on too long, meaning that “a number of other issues that haven’t been able to get enough attention.”

How important are procedural limits on how long an issue can be heard?  Should there be egalitarian procedural justice to ensure that every issue is heard for the same amount of time?  Or do some issues deserve more consideration than others?
