How much should federal employees make?

The Corner links to a USA TODAY article on the salaries of federal workers.  According to the article, the number of federal employees making six-figure salaries went up five percent during the current recession, as did the average salary of federal employees.  Now it is true that the average federal employee makes $30,000 more than the average worker nationwide, but, as the article points out, the government employs a disproportionate number of skilled workers, including scientists, physicians and lawyers.  On the flip side, federal workers make 26% less than workers with comparable jobs in the private sector.  The Corner post implicitly raises an interesting question though: how should we determine the salary of federal employees?
